Last week the National Guard held riot-control exercises. And since early January the LAPD has run “civil disorder” training for every member of the force. The cops are taught the use of less-than-lethal weapons, including rubber bullets and a new Mace-like spray. They’re also trained in crowd dispersal and victim rescue. On Feb. 9 the city council voted $l million for new riot gear.
